Methodologically, this research chooses to analyze the discourses contained within national course guidelines and curriculum texts. It is worthwhile to point out that unlike other countries such as the United States, in Taiwan all high school textbooks are required to be written in accordance with national course guidelines, and moreover these textbooks are the main, if not only, teaching material in classroom. In this educational context, the current research assumes curriculum discourses have substantive influence on how civic ideals are implemented in vocational education in Taiwan.
