Abstract

This study examines how the institutional settings in Chinese universities’ bureaucratic governance system correlate to the growing number of cases of research misconduct. By adopting sociological theories, it argues that the settings, i.e., the aggressive implementation of “publish or perish” policies, unintentionally create a “comfort zone” for those wrongdoers to breach academic integrity. This study adopts a qualitative approach to collect and analyze data. It concludes that it is necessary to release the top-down pressure in policy implementation to solve the integrity issues.
